PayPal Boosts Localization in China

US-based payment company paypal is accelerating its localization efforts in China while expanding global support for Chinese merchants. Paypal aims to strengthen its role in cross-border digital trade and e-commerce by offering secure and efficient payment services.

Hannah Qiu, senior vice-president of paypal and CEO of paypal China, explained that digital trade is reshaping global commerce. She emphasized that China is one of the most important markets for paypal, and Chinese merchants are positioned at the center of innovation.

Paypal provides Chinese businesses with reliable, compliant, and end-to-end solutions, enabling transactions in nearly 200 markets worldwide. Paypal was the first foreign payment institution authorized in China and the first foreign company with a wholly-owned payment subsidiary in the country.

Qiu noted that China plays a vital role in paypal’s global layout due to its large cross-border seller base. With advanced infrastructure and innovation culture, Chinese merchants are pioneering livestreaming commerce, direct-to-consumer strategies, and new digital models. Paypal is adapting to these shifts, supporting merchants moving from platforms to brand ownership.

Paypal also invests in agentic AI technologies to improve shopping, selling, and payment experiences. Qiu highlighted that paypal’s AI-powered tools will allow Chinese merchants to capture new opportunities, sustain global growth, and remain competitive.

China’s cross-border e-commerce sector continues to grow, with imports and exports reaching 2.71 trillion yuan in 2024. Paypal sees this as an opportunity to deepen cooperation with local enterprises, digital wallets, and international ecosystems.

Through the launch of paypal Open in China, the company introduced a unified solution designed to empower merchants with advanced features, safer transactions, and stronger global reach. Paypal confirmed its long-term commitment to China by enhancing platforms, expanding R&D, and building sustainable cross-border business opportunities.
